Save Small General Aviation

What are we doing to Save Small General Aviation @ KCIA/KBFI

  

 AlkiAir Flying School plays an active role in protecting and promoting small general aviation at King County International Airport (Boeing Field). As a strong GA advocate, the school works closely with airport leadership to highlight the importance of General Aviation for pilot training, local economic activity, and community access to aviation.
By participating in the Airport Roundtable Advisory Committee meetings, AlkiAir provides public input on airport policies, access rights, and infrastructure decisions—supporting fair treatment and long-term viability for GA at Boeing Field.
AlkiAir has also launched the “Save Small General Aviation at King County International Airport (KBFI) and Washington State Airports Political Action Committee” to ensure the concerns of GA pilots and students are heard at the airport management and government level.
Pilots, students, and aviation enthusiasts can support the cause by joining the PAC and/or attending the monthly Airport Roundtable Advisory Committee meetings.
Through public outreach, student engagement, and ongoing communications with airport management and government officials, AlkiAir trains future pilots while helping safeguard the future of general aviation at one of the Seattle’s most historic airports.

Airport Roundtable Advisory Meeting

The Airport Roundtable Advisory Committee meets once a month. General public can attend the meeting via zoom, telephone or in person.

Political Action Committee Bylaws

 

BYLAWS
SAVE SMALL GENERAL AVIATION AT KING COUNTY INTERNATIONAL AIRPORT (KBFI)AND WASHINGTON STATE AIRPORTSPOLITICAL ACTION COMMITTEE
ARTICLE I – NAME
The name of this organization shall be Save Small General Aviation at King County International Airport (KBFI) and Washington State Airports Political Action Committee, hereinafter referred to as the “Committee” or the “PAC.”
ARTICLE II – PURPOSE

1. The Committee is organized as a political action committee under the laws of the State of Washington.

2. The purposes of the Committee are to engage in lawful political activities to:

  • Preserve, protect, and promote Small General Aviation (Light General Aviation) operations at King County International Airport (Boeing Field – KBFI) and at public-use airports throughout the State of Washington;
  • Advocate for policies, legislation, regulations, and administrative actions that support the continued viability of Small General Aviation;
  • Support or oppose candidates and ballot measures that impact Small General Aviation, consistent with Washington State law;
  • Educate elected officials, regulators, and the public regarding the economic, transportation, safety, emergency response, and community benefits of Small General Aviation.

3. The Committee shall engage only in activities permitted for political committees under Washington State law.


ARTICLE III – DEFINITION OF SMALL GENERAL AVIATION


For the purposes of these bylaws, “Small General Aviation (GA), also known as Light General Aviation,” is defined as:
Piston-powered, single-engine and multi-engine fixed-wing aircraft, including aircraft operated for personal, business, instructional, training, and other non-commercial purposes, and the pilots, owners, operators, tenants, and aviation-related businesses that support such aircraft.
This definition expressly excludes:

  • Turbine-powered aircraft;
  • Scheduled commercial airline operations, Freight and Passenger;
  • Military or governmental aviation operations.

 

ARTICLE IV – MEMBERSHIP

  1. Membership in the Committee shall be open to individuals who support the purposes of the Committee.
  2. Membership shall not be required to make lawful political contributions to the Committee.
  3. The Executive Board may establish advisory or non-voting membership categories.
  4. No member shall have any ownership interest in the Committee’s funds or assets.

 

ARTICLE V – GOVERNANCE AND AUTHORITY

  1. The Committee shall be governed by an Executive Board.
  2. The Executive Board shall consist of no fewer than three (3) members.
  3. Board members shall serve terms of two (2) years and may be reappointed or reelected.

  • The Executive Board shall have full authority over:
  • Strategic direction and policy positions;
  • Political expenditures and endorsements;
  • Appointment and removal of officers;
  • Oversight of legal and financial compliance.


ARTICLE VI – OFFICERS
1. The officers of the Committee shall include:
Chair
Treasurer
Vice Chair (optional)
Secretary (optional)

2. Officers shall be selected by majority vote of the Executive Board.
3. The Treasurer shall:

  • Serve as the registered treasurer with the Washington State Public Disclosure Commission (PDC);
  • Receive, deposit, and disburse Committee funds;
  • Maintain accurate financial records;
  • Ensure timely and accurate filing of all required PDC reports.

4. Any officer may be removed by majority vote of the Executive Board.
ARTICLE VII – MEETINGS

  1. The Executive Board shall meet at least once annually.
  2. Meetings may be held in person or by electronic means.
  3. A majority of the Executive Board shall constitute a quorum.
  4. Actions may be taken without a meeting by unanimous written or electronic consent, where permitted by law.

 

ARTICLE VIII – FINANCES
1. Committee funds shall be used solely to further the purposes of the Committee.
2. Contributions shall be accepted only in compliance with Washington State campaign finance laws.
3. Expenditures shall be authorized by the Treasurer or by action of the Executive Board.
4. The fiscal year of the Committee shall be the calendar year unless otherwise determined by the Board.
ARTICLE IX – COMPLIANCE WITH LAW
1. The Committee shall comply with all applicable federal, state, and local laws governing political committees.
2. The Committee shall comply with all reporting, disclosure, and record-keeping requirements of the Washington State Public Disclosure Commission.
3. In the event of any conflict between these bylaws and applicable law, the law shall govern.
ARTICLE X – AMENDMENTS
1. These bylaws may be amended by a two-thirds (2/3) vote of the Executive Board.
2. Proposed amendments shall be provided to Board members at least seven (7) days prior to a vote.
ARTICLE XI – DISSOLUTION
1. Upon dissolution of the Committee, any remaining assets shall be disposed of in accordance with Washington State law applicable to political committees.
2. No part of the assets shall inure to the benefit of any individual officer or member.
